Team Reviews DOE Facilities Using TOMSK-7 Lessons Learned


Five DOE site reviews were conducted using lessons learned from the April 6, 1993, nuclear accident at the Tomsk-7 reprocessing plant in Siberia to determine if similar safety concerns existed at DOE facilities. A team of Headquarters and National Laboratory scientists headed by F. Charles Gilbert, Acting Director, Office of Self-Assessment (DP-9), investigated the accident site. A larger team of DOE and contractor scientists provided technical support.

Following analysis of the Tomsk-7 accident, the team performed radiochemical processing safety reviews at all DOE facilities using solvent extraction. These sites included ORNL, Savannah River Site, Hanford, INEL, and Fernald.

The following EH Tomsk-7 support team members provided support during the Russian visit and DOE facility reviews: Burt Rothleder (EH-64), John Psaras (EH-11), Sushil Bhatnagar (EH-12), Vishwa Kapila (EH-331), Pat Worthington (EH-12), Pranab Guha (EH-12), and Mike Kilpatrick (EH-24).
